The adoption of the 2019 Safety Code for Elevators is in progress, requiring video from the camera in the car to be viewed by the authorized person answering the phone call, and requiring text messages to display in the car to communicate the situation status to the passenger, and for the operator to ask questions and receive answers should the passenger be unable to hear or speak.

This will require the entire communications network to be battery backed up for four hours.
